Not sure why you want to use both a pull switch and a toggle for your lights. A pull switch (for lights) will operate both hi/low (and interior if needed). A single pole double throw (center off) will also switch your power source from one leg to the other. The challenge that I've had using toggles are finding ones that have a shaft thick enough to go though my dash and still have ample threads left to secure.
