Having driven 707 mostly in cool to cold weather, I'd say they're a requirement, ESPECIALLY in the mild climates where we can drive year-round. But if we CAN drive in January or November or a chilly April, we do - and the heater makes all the difference in the world.
I agree. For me, having a heater is a must have vs. a nice to have. It sure beats trying to wipe the windscreen off with a rag when it fogs up while I'm trying to drive.

BTW - I regularly head out to breakfast when the temps are in the high 30's and low 40's. I also decided to go with a 12v heated seat cushion as well. Works like a charm.
