It appears that letter deals more with registering a vehicle in CT. STLN65 has a vehicle registered in CT that he wants to register in Missouri.

Edit: The letter does indicate a title is not required for the vehicle if is over 20 model years old, and I have found elsewhere that a title is not required to sell that vehicle, but dealers are required to get replacement titles if the purchaser resides outside CT.
