Turk,
Light and Brake check is done by a CA DMV certified garage (DMV can give you a list of local garages that can do it). Backup lights were not required (not Original Equipment). High beam indicator and blinker indicator on the dash (working) was required.
I have not gone back to DMV to go final yet (taxes to much to pay right now), I have until 30 June.
