Need SB100 Advice (for a friend)...

A friend of mine is having a Cobra built for him, and he has an appointment for next Monday at the DMV to get a Sequence Number. He has 3 separate invoices from the kit vendor, drivetrain vender, and the installer (all three vendors are totally separate). From these invoices, he can determine value, however, the question is:

What date should he use on the Title Application form for "Date first entered CA"? Since the car is not yet in CA (it's being built outside of CA), then what date should be entered here? Should he just leave it blank, since the car is still under construction?

Any and all advice would be greatly appriciated.
