That seems to be a DMV by DMV person thing. I talked to four people in ours up here and two said no flat out, that they only issued temps for you to use while going from BAR to inspections and such, one said yes if you had proof the car was insured and had all receipts, and the other said yes. So it would seem from our case here that it depends on whom you talk to.
