I have not used those wheels but have had a set of tires I could not get to balance. They could be balanced perfectly as Gaz64 explained but still be out of round. I think it is called runout and should be noted on the balance machine. Also try a different shop with a different machine. Right now I have a set of front tires with a lot of weights to balance them out. They ride good.
