I had that problem with mine and the voltage at the lights was not what it should have been. Everything checked out good including grounds and relays so I ran a new power lead to them and it worked OK. I never could find why the original lead had low voltage so I finally just cut it out. My first thought was a bad ground or connection at the relay but that didn't prove out.
