If you want to build it and forget about it, I'd use a hydraulic roller cam. No maintenance, no break-in times, and no flat lobes because the cam didn't break in properly. More and more people are having trouble with cams these days and since the GM EOS is being discontinued and more and more oils are leaving the
zinc out, I wouldn't dream of using anything else than a roller cam. The extra expense is worth it when you think of the possibility of wiping a cam, then having to totally disassemble, clean, replace parts, and reassemble your engine.
As for roller rockers, you get what you pay for. I have used (and would use again) Ersons on FE's. It's the best bang for the buck and they will take 800 lb spring pressures. IMO, the only better ones are T&D's.
428's were externally balanced, so you will need a flywheel that's weighted appropriately. Some of the nicer flywheels like Fidanza are zero balanced, but come with bolt on weights so that you can adapt it to other scenarios.
I assume this is going in a Cobra, so you will use the headers that are specific to your car.
