Wasn't the Lottery originally billed/sold as an exclusive "supplement" to the education budget?

I don't think they ever paid much into the school system. That was just a ploy to get it approved. At least the school system up here has never received much of anything from it. And with the economy going the way it is, how do they know there are going to be billions in future revenues coming into the lottery. People that played it a lot are going to cut back and buy food and necessities until this mess is over.
