As a former Englishman, and much as I admire the use of my native tongue's universal word bugger, I think we've chosen the WRONG ONE to replace the ubiquitous "F word"!!!
"Bugger" (actually, it was originally a noun, not a verb, but has since become both) is defined loosely (no pun intended... ) as "he who engages in sodomy".
If we are looking for a replacement for "f...off", then "bugger off" is an appropriate replacement for the expression, but if we are looking to replace "f..." across the board, then the verb "to shag" is an EXACT replacement for the verb "to f...".
I guess no-one told Austin Powers that, but there you have it.
So, Jamo, what do you think...can we use "shag"?
