Problem with that is a local state law does not help that. States must still respect all other states motor vehicle laws. Texas and Arizona cannot ticket a Nebraska Driver for it as it is not a Nebraska law and the vehicle is legal in the state it is registered in.
**So long as that person is a resident of the state it is registered in. In Texas, you have 30 days to change your registration over when you move to Texas.
