So this is about parking your car in the grass?

I for one am against government overreaching... but many municipalities enact these ordinances when HOAs are not possible or are simply non-existant. It can go too far. But I think the original intent was to keep yards from turning in junkyards. Having said this, HOAs can be better at this since they will normally issue a warning that you have broken one of the covanents. Municipalities, OTOH, are in it for the money. And so they scour their "Book of Rules" looking for ways to increase revenue. All the citizens have to do is vote the bums out.
