Well so far they have not shown that they even know there is a word, PLAN.
At least to give them the benefit of the doubt, I hope they are unfamiliar with the word plan. Because NONE of the plans they have been planning to plan have resulted in a workable plan for even starting a plan.
But its not poor planning, its incompetence and ineptitude. But they are probably planning to change to some other plan.
