Last I checked with SAI there were none available, there are builders that build KMS cars to SAI spec and for a fee can get a CSX#. If SPF, HiTech South Africa, ever produces the 289 it might be your best bet as they will be SAI approved/blessed.

You could also buy used as there are 7000 series cars available from time to time, one on Cobra Country now. Have not seen an 8000 for some time.
