1. You generally get an emissions concession, very often, no test whatsoever
2. In general all states decrease the annual registration fee based on age. Sure, you'll have to pay sales tax on the full purchase price but when I registered my Cobra in CO as a 65 the registration was $65 for a 5 year plate.
