SB100 Issues & Suggestions
SB100 has been going for awhile now. What changes or improvements (other than increasing the number of registrations per year) would you like to see?

I personally have not gone through he SB100 process (Yet), but from the research I have done and the comments I have read from CC I would like to see the following:
1. Better documentation of the SB100 process on the DMV web site. If it wasn't for the members who have gone through the process on this forum, the rest of would be lost.
2. Better, more or some training on SB100 for the DMV clerks. Based on what I read, most of the clerks know very little on what SB100 is. Some supervisors know what they are doing, but the clerks are still in the dark.
3. I have to add this. More than 500 SB100 number per year.

Other than upping the 500 limit:
1. Clean up the backend processes in Sacremento to smooth out the process and make it as easy as any new car registration.
2. Clearly define process for the customer.

Take the process to the Internet and have a special website setup for it. Then, the customer can have an actual certificate or whatever print out immediately after "checkout."

Other than getting more numbers and training for the DMV clerks, I would like to see the SB-1578 cars not use the 500 that the SB-100 people are trying to get also. I believe in all the years since SB-100 was passed this DMV here has only issued about 4 or 5 numbers. They are not friendly at all and know nothing about the process, so the people here go to other towns DMVs to try and get a number. And these outlying areas have a hard time getting in on the phones anyway as they are busy by the time this DMV will even make a call. Also splitting the SB-1578 off and having their own numbers or increasing the total number the way it is would make it a lot easier for the people and state both.

I dont think the commercial builder should have unlimited access to sb 100 , the reg should be up to the owner.

Eliminate the need to go get the smog inspection, when that's the main reason you get the darn certificate in the first place. Also, the DMV employee verify the VIN and identify any stolen parts, so that CHP can be freed up to get the bad guys.

SB1578 is a companion bill for kit cars that were previously titled in another state. SB100 is for specially constructed cars titled for the first time in CA.

Actually SPCNS is for specially constructed cars to get them titled. SB100 is simply a way to select the applicable smog laws/requirements for the car.

I agree with wetdog. They must be for personal use. not commercial resale. Everyone should have equal access no matter what DMV you go to.

The reg already says it is to be used for a private individual, who is building a car for his own use and not for resale. If the DMV would just enforce their own rules, there would be more numbers to go to the people who are playing by the rules.

Thank you Wetdog and J persons.......
At the Pleasanton DMV there was a manufacturer that walked away with five spcns numbers....and boasted that he has had 20+ spcns numbers in total over the last few years.
The DMV needs to police this, the obvious end game is that these cars will be sold at a premium. I talked to him and he shut up and stayed away from the group of individual owners that were there to register their own personal vehicles.

Well, I hope when the DMV is sifting through the 500 numbers and names this year and they're trying to find me a number after they processed my paperwork incorrectly on January 2nd, I hope they notice this schmuck's five numbers and take at least one of them away for ME!

Are you planning on re-writing the law or are you just curious about what changes people would like to see?
The whole SB 100 process is a nightmare, but a crapshoot that's worth taking.
If it wasn't for CC and the guidance of my fellow Bay Area Cobra Club members, I would have been SOL.

I heard from Rodney (after his visit to the DMV) that they won't be mailing the SB 100 certs out until the end of the month.

Not so much a rewrite as a modification. In theory, it was a good setup ... in practice, I'm not thrilled that dealers are getting numbers. And I think it needs to be broken down a bit more as to what a SPCN vehicle is and is not.
