My experience in NYS was the same as the Bombers. The only thing the "safety inspectors" are looking for is stolen parts. Most of he time they are dealing with salvage vehicles rather than amateur builds. Although I had all the receipts for all major components, I couldn't prove that the person I bought the used engine and transmission from hadn't stolen them. They wanted me to trace the components back to the original vehicle (s) they had come from so they could track their history. I couldn't do that. I had to take the car to inspection 3 times. Eventually they gave me a NY VIN and a NY engine number. They were always trying to be helpful, and bent the rules a bit to help get me through.
They are not looking for compliance. They do not check for DOT light lenses, seatbelts, emissions etc. Just stolen parts. All the compliance items are "self certified" on the form you send to Albany. No one actually checks them.
In NY mine was registered as a 2006 custom, with a 1968 engine therefore it needed only those emission component required for a 1968 engine. No CAT. No EGR. All I have is PCV.
