If you're really sure you don't want to install a permanent wiper system, I remember seeing a system available a while back that was similar to the manual type that Wadesdad referred you to, except it was electrically powered. It clamped to the top of the windshield frame and had a chord and a male cigarette lighter adapter. All you would have to do is hide an inexpensive female CL adapter behind your instr panel. That will probably satisfy the DMV requirement.
