You are probably right about everything being equal will mean equal HP.
But we all know or we all should know that the heads available to the Chevy camp far outnumber the Fords as far as choice and number of available heads.
As far as the Fords go the sb has a much bigger selection of aftermarket heads.
There is no way a 390 FE will ever make as much power as a 390 sb.
The vast majority of serious road racers run the sb Ford in their Cobras.
