As a thought have you tried a new flasher? I experienced the same thing with my wife's old Cherokee, lost the ts on one side, replaced the flasher with a new one from NAPa and still didn't work, finally I pulled the flasher from my PU, put it in and ts worked--the new flasher was bad out of the box.
Another thing if you have a hazard flasher do the lights flash with it? If not it maybe likely due to a loose or poor ground on that light circuit. If it does I'd suspect the ts flasher.
