 Hi Bryan,
 For the OP, this is a carburettor problem.
 
 For an engine that idles at 16 inches, I don't know why his throttle plates are drilled for a racing cam.
 
 Your rev limiter probably does make it misfire, dropping cylinders out.
 Depending on who's rev limiter you have as to how smooth a cut it is.
 Some will hold the rpm at what you set, some are rough as.
 With a carburettor, you will get exploding fuel in the exhaust while on the limiter.
 
 Remember, you have it fitted to protect the engine.
 If you hit the limiter often, you need a visible progressive shift light.
