I had the fluctuation symptoms on a fresh engine several years ago. During the engine build I had purchased a reman water pump at Pep Boys, trying to save a $$. As temprature would build to the point of the themostat opening I experienced 140 degrees to indicated 200 degrees in about 30 seconds or less after thermostat would open. Coolant was full. Didn't know what to think for several weeks. Changed gaskets, checked heads (again). It turned out to be the design of the water pump impellor (stamped steel variety). It was cavitating I guess. I changed the pump for a OEM Ford with cast iron impellor 63/64 Hipo 289 type and symtoms vanished immediately with no other changes. Never any similar symptoms again.
