That's the reverser. If you have a Toploader or a Tremec along with your counter-clockwise speedometer, then you have to use a cable reverser on the end of the speedo cable. This is not true if you have a Richmond Gear transmission. Here is a pic of the back of my counter-clockwise Smiths speedo and the reverser (because I have a TKO).
