the 88-93 5.0L aluminum EFI valve covers are great for this as you can cut out a 1" wide stip of aluminum just over the rocker studs and adjust rockers whilst running .

with as many variables you have , i am feeling the pushrod length is off, and your push rods are too long or too short.
