Side Pipe Problem

The baffles came lose in one of my side pipes. The car is a Component Craft (Built in 1994). I'm not sure if a new pipe is an option yet. Does anyone know where to find a GOOD tig welder?

When the baffle came lose I drove past a guy and I think he actually spilt his coffee
