Cobra Make, Engine: CRII with a Stroked Windsor

Middle two bolts

On my manifold I can't seem to get the two bolts in the middle in the manifold holes on both sides....

Do I need really short bolts for those holes or special bolts with small heads?? Looking for suggestions..
