I use the Microsoft Resizer Tool
Its fast, easy and free. I use it to minimize the large picture sizes down to about 70 to 80 KB so I don't use up all the space in my gallery. Also use it to get the pic down to the 39.9 KB limit if I want to use it as an attachment.
