9" axle bracket order for svo brake

This doesn't look obvious to me. I like to get it right before I get them pressed on. Is this the right order for the brackes and bearing for the axle?

I have to open up a bit the svo brake bracket opening to slide over the bearings (dermel). I talk to Joe at A&C and I think this is what he was explaining to me. ????

small bracket , svo brake bracket, bearing , thick retaining washer.???? !!!
