I'd suggest a switch to a Barry Grant, then. I've never had good luck getting Holleys dialed in or keeping them tuned. (I don't know why, since BGs are just improved Holleys.)
Swap to a Speed Demon 650, mechanical or vacuum as your preference goes, and start with a complete baseline adjustment. Pick up a complete jet set and (if you go vacuum) a vacuum spring set, and work it through from there. It just takes a little patience and BGs (for me) respond well to the basic carb setup and tuning process. The Idle-Eze feature can help a lot without having to drill butterflies, etc.
Your power valve is very unlikely to have anything to do with idle issues, BTW.
