The Vic plates thing falls over if the vehicle is normally garaged outside of victoria for more than 3 months - then it is consider to be (for example) a NSW vehicle. If it is still on vic plates after the 3 months then it is effectively unregistered.
It'll all end in tears once it gets to an insurance type event and he finds he's unregistered, uninsured and driving a non-compliant vehicle...
