I think it is only a good thing that this is happening.
I have seen some real shockers on the road in Vic.
The interstate thing you are meant to write a letter to your club a minimum of one month prior to travel, The club then advises your states/Territories authorities and they notify the State/Territory you are traveling to. (At least this is how it works in NT)
When I see things like a beaten up Mazda 323 or Ford Laser on club plates, I really wonder why any club would allow this to happen.
