Here's another option. Remove the surface rust as best as you can. Washing with a Brillo pad works. Then get a rattle can of Rust-Oleum gloss black appliance epoxy enamel. Virtually every hardwaqre store carries this. Finish is hard as nails, nearly as good as powder coating.
