If you're using a VW turn signal, then use a VW latching relay as well. Piece of cake and you can flash to pass as well. Start here: Enabling Headlight "Flash to Pass" in 10 Minutes or Less and just follow the threads. The wiring theory for the headlights is the traditional "always hot" feed to the headlight switch that then feeds the relay that then sends the output to either a low beam fuse or a high beam fuse that goes from there to the filament in the bulb.
