I really don't think that the State of California is motivated to make the SB100 process better or more efficient. It's basically a once a year event that they have to endure.
The only hope is that the subject would catch the eye of a State Representative, but that's going to be tough.
Hell, even Arnold is talkin' green these days....as he rides his Harley and smokes a cigar.
