My understanding is that you can walk into a DMV office, tell them (for example) "I think that my registration is not correct" and they should no how to guide you through process (it's and amnesty program). Talk to some fellow Cobra owners and find out which DMV office is has the most knowledgeable people in your are (for example in the South SF Bay Area it's the Santa Clara office).
Understand if you don't want to discuss the specifics in a public forum, but I can't help if I don't have the facts. Why do you think your registration is not correct when the DMV is telling you it is. PM or email if you want. Again, I'm no expert....just know what I know through osmosis.
