Weber CFM depends mainly of your ventury size (335 cfm for my 48IDF with 42mm venturis). Not sur that a Weber change will increase torque at low rpm significantly. Usually, Weber advantages are mainly between the middle to top end (according to your camshaft characteristics, I believe that expected Weber benefit will be between 4000 to 6500+ rpm). However, a 44IDF works well for a 289/302 engine but for a 347cid I think that a 48IDF with 40mm ventury will be more efficient.
Everybody agree that a good exhaust collector have to be designed with each pipe in the same length to be efficient. I believe that this rule is also applicable to the inlet manifold
