Pull all the plugs and do a compression check. That should tell you if the gasket is blown. Second, look for a high volume rather than a high pressure pump. Pressure does strikes me as a bit low if it's 25 psi over 2000 rpm but an engine with clearances built it will run at a lower pressure in favor of higher flow.
