Not sure about how they handle the PCV with an 8 stack or Weber set-up (I know people have done it though).
Regard the title. That would not be a legal title in CA, even if it was titled before SB100. If someone had bought the car and was going to keep it in California, they would be running a huge risk keeping it titled as 65. SB100 would be the only way.
