This, from the bill, is perhaps the biggest barrier to entry:
4(B)(ii)[the vehicle]is manufactured under a license for the product configuration, trade dress, trademark or patent for the motor vehicle that is intended to be replicated from the original manufacturer, its successor or assignees, or current owner of such rights, unless there is a preponderance of evidence that such rights have been abandoned for at least three years".
The abandonment probably applies to Cobras (given Shelby's suit of ages ago) but the volume barrier remains. (I know I'll lose money on each one, but I'll make it up in volume.)
