ABS a requirement for ICVs in NSW

If the rules (ADR) haven't changed relating to ICVs...wouldn't you address this point with the RMS, by simply pointing out that this is an ICV, and it would therefore have an exemption to this requirement...as per the "RULES"?
Maybe include a cut and pasted section of the rules that state this.

Rather than to start fitting ABS to cars that are not "required"??

Surely if it's a "Black and White rule" this should be how you comply to their requests/rejection.

I don't mean that you'd call him/her a fool , or make a big deal about him/her being wrong....
I mean to just go back to him/her with your understanding that this requirement should not relate to ICVs.

or....am I being naive, that it could be as simple as that ?
