Re: missing ground. There isn't any sign of damage - no cuts, splices, bare wires etc. Just insulated black wire running from headlamp to the wrapped harness. Only thing pecular is that it is short compared to the other two leads coming from the headlight.

The mystery of the missing ground is resolved. I don't know how but the lug was shoved up inside the tubing from the headlight unit. When I was taking a picture it struck me that something was odd because the headlight unit was separate from the harness.

However, upon disconnecting the ground I installed and connecting the harness one, the problem with the flashers remained unchanged.

Default Bob - problem solved

I checked all the wires through the 54/27 connection but failed to register there are two green wires running through there. I had checked that on the wiring diagram but I think the only other green wire that was shown was supposed to have a black stripe. I ran a long piece of wire back from the turn signal and started running continuity checks at the plug and sure enough the green wire at the turn signal location on the plug was dead. So I started stabbing all the other wires in the plug and got one that gave me a buzzer - turned the plug around and this wire was solid green too. They were just switched. I hadn't noticed anything else not working - I guess I need to see where that other green wire goes to. But all is well.
