Also, we should ban motorcycles and convertables, they are too dangerous...would not want cops and EMT folks to have to clean THAT up

You're straying a bit, I made no mention of belted or helmeted operators. Any machine operated by some moron with a grossly overinflated sense of skill is an accident waiting to happen. Unfortunately they usually reproduce before the Darwinian solution to their problem occurs.
Properly fitted and utilized a seat belt will enable a driver to remain in control in spite of violent changes in speed and direction.
