I was following the SB100 action/threads on CC in January and there was few (if any) people who didn't get their SB100 numbers. No doubt there are cases where someone didn't get a number (screwed up DMV office, documents not in order, etc.).
It's definately a gamble, but if you have your docs in order, align with a group of people, and go to a DMV office that understands the process, you have a good chance.
I'm going the SB100 route in January...probably won't get much sleep in late December  .
