So I have a couple of questions for you Baz...

Presumably the engineering qualifications of the inspectors meet or exceed those of your engineer
Is there any scope or limit on the inspectors role in the governing legislation
Apparently NSW has an Administrative Decisions Tribunal.
As a former public servant you would have previously encountered minor fiefdoms and be aware that sometimes a third party is required to get the correct application of the rules.
