The simple answer is ... "Yes."
But with this caveat: Police in California can always stop a car for cause. On Cobras, you can generally be stopped for no front license plate, no back-up light, no seatbelt, noise abatement infraction, exhibition of speed (chirping your tires is considered exhibition of speed), failure to use turn signals - and those are just visuals. Usually, however, you just get stopped so the officer can admire your ride.
It is - unless you're burning racing fuel and running a Cobra that sounds like a dragster and the engine compartment is visible (what are you driving around with the bonnet up for?) - virtually impossible for a police officer to stop you for having a 'non-stock racing motor" or for having modified exhaust. From every story I've ever been told or read about in California, the police don't do that with Cobras. Cars that are pollution controlled cannot change anything in their engine - not even an air cleaner box - unless the part replacing the OEM part has the proper certification and sticker. Cobras - especially SB100 vehicles - are not pollution controlled.
So this simple answer is ... "No."

Your car can be stopped. It generally can't be ticketed for what you said, and it would have had to have been already stopped and had the engine compartment open in order to see the engine (unless there was a warrant involved). Your question was two parts. You get two answers.
