Interestingly enough I don't think anyone can tell you exactly what you need to do, becaue the DMV doesnt know and so they are all acting just a little differently.
For example I took all of my paperwork to the DMV this morning and had a chat with them to make sure I had everything I needed to get an SB100 in January. I'm all set. However, a friend who is in process of building his SPF that I went with, was told that he MUST visit the CHP for verification and VIN before he could get his SB100 sequence number. This is not consistant with anything I've read before, but that was their story and they were sticking with it.
I would suggest you make a visit to your DMV and have a friendly discussion with them. Try to find a time of day when they are not swamped and spend some time to build even just a little good will, you never know when you might need it!
