Actually Sam, that will go away March 1st this year. To register your vehicle you have to have inspection and only one sicker is required after that.
We have an exemption as custom vehicle plate owners.

When it comes time for registration renewal, what do we show as proof we are exempt from inspections with the new system?

Your last registration shows you have an assembled vehicle with custom vehicle plates - these vehicles are exempt from a yearly inspection...ergo no inspection needed for renewal. Show proof of insurance pay the fee and be on your way....

G-Pete, you are assuming that between the DPS and the DMV they will set up the system correctly to recognize all this. I'm sure they'll get there eventually, but I'm also sure that along the way the first few users of the new system with Custom Vehicle or Street Rod plates are going to have a hard time. Keep in mind that between the time the SEMA model law oriignally passed and the time they codified it all in a nice new release of the Title Manual, it was almost a year.

To illustrate my point, this website is supposed to explain the new process:

Near the bottom of the site, under the title "Vehicles Exempt from Inspection Requirements" it refers you to this other site to check out your status:
Texas Department of Public Safety - Inspection Criteria for the Annual SAFETY Inspection

Now when you go there, you can select "Exempt Vehicles" in the drop down box and this is what it says:

15.01 Vehicles Exempt from Inspection

1. Equipment:
a. Road-Building Equipment
b. Farm Machinery
*c. Trailers
*d. Semitrailers
*e. Pole Trailers
*f. Mobile Homes
g. Any Vehicle required to Display a Slow-Moving Vehicle Emblem
*When the actual gross weight or registered gross weight is 4,500 pounds or less.

2. A vehicle with one of the following type Texas license plates:
a. Paper Dealer Demonstration/In-transit/Converter Tag
b. Parade License
c. Former Military Vehicle License
d. In-Transit License
e. Machinery License
f. Disaster License
g. Farm Trailer License
h. Permit License
i. Antique License
j. Charitable Organization Tag
k. All-Terrain Vehicle Validation Sticker

3. A vehicle with one of the following Texas permits:
a. Factory Delivery Permits
b. Prorate Tabs
c. One-Trip Permits

e. Mobile drilling and servicing equipment used in gas, oil, or crude production having a 72- or 144-Hour Permit

4. Window Tint.
Do you see something MISSING? Custom Vehicles and Street Rod licenses?? Nada!

To be sure, I went and checked the formal Texas Transportation Code, and sure enough under section 548.052 we still show up as exempt:
TRANSPORTATION CODE CHAPTER 548. COMPULSORY INSPECTION OF VEHICLES

But, who wants to volunteer to be the first one to battle this out with the local county clerk!?

I was the first one in Texas which vehicle was registered under the new guidelines. Further, that I was the first who registered a scratch build under the new guidelines. I was the first one who stamped his OWN VIN and got titled with that W77289 VIN#.
I was the one who explained the manual to the supervisor Collin County TX and the chief of registrations of TX in Austin.


....and I will be in May down there and get my 2016 sticker. Guess I can manage that.

By the way, why do you have an inspection sticker any way? Doesn't SEMA process == no (annual) inspection needed?

(My guess is that you've posted all about this somewhere and I just haven't read about it yet...)

For $12.50 cheap insurance not to get pulled over, in some towns they really don't care and write you a ticket anyway "Sir, you can fight that in court"

About 10 years ago in Plano Tx, I got a ticket ones, $120, for not displaying the inspection sticker on a motorcycle. The sticker was there, just mounted sideways on a side mounted licenses plate. The cop did not care and wrote me a ticket anyway. I'm not responsibility for the high debt of the City of Plano so I went to court a few weeks later. 5 min into the proceeding, the case was dismissed.
My motion to reimburse me for the half day off work, was denied.

Now you know why I have that sticker...

I was at the tax office yesterday and asked about the exemption from annual inspection for custom vehicle plates and the looked it up in their manual. They had to look it up but it is listed under vehicles exempt from annual safety inspections.

I might of missed this somewhere in this thread, but.. since we can register the car as exempt from annual inspections and the car is a replica of a 1965/66 .. does that mean that I could use a carb and intake vs say a coyote with EFI, engine with no problems over emissions? I am still in the planning stages of my build.. and this can make a huge difference in the overall cost of the initial project (notice I said "initial".. and we all know there is never a final price until the day you part with the car.. ). I'm in Dallas county.

Yes, many of us, maybe most of us, use carbs since there is no emissions test for a replica 65 car. We used carbs even before this new set of regulations came along. It was just that you had to fail the emissions test, then get a waiver. My Cobra had waivers every year. Now the state doesn't even bother with that.

People in other states that do test emissions are going to Coyotes because they have to pass a test. Somebody out there was even having to install a catalyst.

Thanks for the reply.. that makes my engine choice much easier and fits my original goal of building a car with a small block ford, carburetor and making between 300 and 350 hp. and running headers into muffled side exhaust.
I really wasn't too crazy about the prospect of having a catalyst between an exhaust header and the side exhaust.
