NY Purchase out of state Cobra

It seems from the postings that there is alot of red tape trying to register a Cobra in New York. Is this just for cars just being registered? If I am looking to buy an out of state cobra, titled and registered as a 1965, can I just go to DMV and register it like any other used car?
