It is possible to build anything anywhere..... it just takes longer
and cost more the closer you live to the city.
I am less than 10k's from the GPO in Brighton East, my 17 x 9 x 6
meter shed took 12 Months with the council and 18 Months to build.
It has 3 hoists, rear shed, bar ( 500 beer capacity ), dunny, shower,
bedroom 3 plasma TV's AC/Heating, the plan was to live in when the house
is demolished ( I was single then ) think it will be a renter now

Gold Coast Council knocked back my 12mx12m application until supplied with photos of sheds in the immediate area that were bigger/more visually offensive than the one proposed.
Had 2 lady inspectors come out the check the block to ensure the shed would fit.......yes maam, all the trees will stay.

When looking a build my shed everyone said to always propose a shed much larger than you want was they will always make you reduce it.
Buggers approved the size, 18m 15m 
But it doesn't take long before its all full
Stiffy, how much is the rent?

Council came out here and said that to me, as they were a bit sus as to what I was going to be doing with it. This was when they didn't want it in the easier and cheaper place to put it, no they wanted it in the more expensive place to put it as I needed retaining walls etc...... just to save a few trees.
I just said that I needed it this size and no smaller. In the end we had a compromise, they got the shed in a new location I got to keep the size  , after all, I do live on the edge of town, semi rural more or less and there's shed everywhere for farming equipment.

The smaller of my 2 sheds is 13 x 10 x 6m.
About 8 cars worth but with a horse float, numerous trailers and other sh*t only room for 1 Cobra
2 of us put it up in a week or so.
Just a big mecano set, renting a scissor lift made standing the trusses and sheeting it a breeze. Saved us a couple of grand in installation costs.
